901 Rugby Emergency Action Plan
Introduction
The 901 Rugby EAP is an open document to outline the protocol for an organized response to a medical emergency at a 901 Rugby competition event. As such, consensus among coaches, administrators, medical support personnel, and match officials is required for the EAP to be effective.
Activation of the emergency medical services (EMS) system
To avoid either unnecessary activation or delayed activation, only medical support personnel should make the decision and activate the EMS system (call 9-1-1). That decision is based on the initial assessment of an injured player. Successful activation and pre-hospital care of the injured athlete require planned action by medical support personnel and coaches.
Protocol for activation of the EMS system
- If injury occurs during warm ups or outside of a game, the athlete should report to the medical tent for assistance.
- For injury during a game, the first medical support person to the scene will conduct a primary onfield assessment. If the injury is not serious the medical support person will bring the athlete to the sidelines and conduct a secondary assessment.
- On-field assessment forms a general impression of the athlete’s condition with consideration of basic life support. If any concerns regarding basic life support are present:
a. Activate the emergency medical services (EMS) system
b. The athlete should not be moved unless it is absolutely essential to maintain the airway, breathing, or circulation.
c. If unconscious, the player is presumed to have an unstable spine fracture until it is proven otherwise. - The lead medical support person should:
a. Determine when to activate the EMS system and delegate the call
b. Continue to provide first aid to the injured player
c. Report the player’s status to arriving EMS
d. Complete and retain a copy of the written injury report - The assisting medical support persons should:
a. Assist with providing first-aid
b. Establish crowd control; bystanders should clear the area.
c. Maintain the entry point to the field for arriving ambulance and physically direct the ambulance to that point.
d. Contact the player’s emergency contact person

Weather Action Plan
901 Rugby practices and home matches take place at City of Germantown facilities, so the Germantown Parks and Recreation Department’s weather policy below governs cancellations and postponements.
Guidelines for Athletic Facilities
The Germantown Parks and Recreation Department is committed to keeping all individuals safe, including from the dangers of inclement weather conditions. It is important to know the harms, risks, and appropriate ways to react to a weather emergency or situation. Knowing when to seek shelter and recognizing a potential weather hazard is essential. The purpose of this policy is to provide consistent and uniform guidelines for creating awareness and guidance to staff and participants regarding inclement weather that may impact the health, safety and well-being of staff, volunteers, participants, and athletic facilities. The Germantown Parks and Recreation Department will use the following guidelines and procedures to safeguard participants in the event of inclement weather during certain athletic programs which utilize City owned, operated, and maintained facilities and determine the playability of all City facilities due to rain or other environmental conditions, and if necessary, close the facilities to prevent injury to players or damage to facilities and patrons.
In coordination with the City Selected Sports Providers, the Recreation & Rental Facilities Services Manager and/or Sports Coordinator, will monitor weather forecasts using information from the Perry Weather Notification System with the on-site weather monitoring and instant alerts. The Parks and Recreation Department will have the final say as to how to proceed, postpone or cancel based on inclement weather and public safety. It is important to note that when Germantown Municipal Schools close and/or cancel activities due to inclement weather, the Parks and Recreation Department will follow suit and cancel activities, programs and events.
Notification Process
Cancellations and postponements of activities will be communicated in a timely manner. Unforeseen inclement weather may require prompt cancellations. Depending on the type of weather event and impact, staff will communicate via field hotline, email, word of mouth or other media sources regarding any cancellation / postponement information. Perry Weather Notification Process: The system will provide alerts and actions based on real-time conditions at certain locations within the City. Emergency alert warnings may require prompt cancellations.
Inclement Weather
Inclement weather is defined as rain, wind, lightning and/or severe conditions (tornado, extreme heat/cold, thunderstorm watch/warnings) that compromise the safety of the participants, staff, volunteers and/or the condition of the facility. Listed below are the different weather conditions and how they may affect programs or athletic facility areas.
Extreme Weather Temperature: Extreme weather temperature is defined as temperature that drops below 13 degrees or rises above 104 degrees.
Lightning: Upon Perry Weather app notification, which will track lightning within an 8 mile radius, all outdoor activities must stop immediately. No activity can resume outdoors until 30 minutes after the last sighting of lightning or sound of thunder, which will be shown in the Perry Weather app.
Tornado: In the event of a tornado warning or sirens, all outdoor sports will stop playing immediately and seek the best possible shelter available.
Heavy Precipitation: Heavy precipitation is defined as continuous heavy rainfall leading to unsafe playing conditions.
Parks and Recreation Action Plan
The Parks and Recreation Department will monitor weather conditions through various media sources including the Perry Weather Safety & Notification System. The Parks and Recreation Department will partner with city sport providers in the event of inclement weather in determining field conditions and the safety of all participants. Sport Providers will receive direction from the Recreation & Rental Facilities Services Manager or Sports Coordinator if a cancellation/postponement is recommended based on the above guidelines.
